The Dorothy & Richard H. Barr Scholarship Fund was started at The Community Foundation of Westmoreland County in 2006. Richard H. Barr was a veteran of the U.S. Navy and he served in World War II. He was the owner of Barr Glass Company in Wilkinsburg, Pennsylvania. Barr died in 2004. His wife, Dorothy, died in 1989. Their fund was established through will and trust documents from William Barr’s estate. The scholarships benefit students at Westmoreland County high schools. From 2009 to 2022, more than $41,000 in scholarships have been distributed to Westmoreland County students attending colleges and universities across the United States.
