The Compounding Impact of Federal and State Policy and Funding Shifts on Basic Needs, Essential Services and the Nonprofit Sector 
 

Many of our local nonprofits are navigating federal policy disruptions that are reshaping the nonprofit sector and destabilizing how the vulnerable communities they serve are supported. Our community partners have expressed growing concerns about how federal policy shifts are affecting resources for basic needs and essential services, and about the uncertainty of changes still to come. As federal policy continues to evolve, the impacts of H.R. 1 will unfold over the next decade, and both state and federal budget outcomes remain unresolved. These changes are complex and interconnected, with the potential to produce compounding effects across multiple systems of care.

The Pittsburgh Foundation has led the effort to conduct rigorous research to better understand how overlapping policy shifts will affect nonprofits, service providers, and the communities they serve. This session will share key findings from our research to provide nonprofit and community leaders with a clear understanding of the real and potential impacts of recent federal and state budget and policy decisions on four critical community priorities: health care access, nutritional support, affordable housing, and education. The chief aim of this session is to provide nonprofit and community leaders with information to inform organizational planning, strengthen nonprofit resilience, and support coordinated advocacy efforts within the nonprofit sector.
